Well recently me and @TheRandomness made a '2006' PC, and in it we installed two 8800GTXs, which despite their performance back then struggled to really do anything more than play games from the era notably Oblivion (which running in my system on a single 8800 got around 70 to 80 fps at max settings, a far cry from my 'low end' GTX750ti which gets an average 150 to 250fps during gameplay. This shows that the current GPU architectures perform better each generation by a large amount, maybe only the best of the best GPU of the last generations can compete with a respectable GPU before only competing with 'budget' gpus e.g the GTX 680 Vs say a GTX970 or R9 380.

I have an i5 4590 and its great for gaming plus in premiere pro it out performs a fx 8350 but if hes doing say after effects a xeon would out peform it but lighter software such as premiere pro there would be much of a difference! (That's presuming he wants to edit videos hence the xeon!)

You don't really need a Z-series motherboard with that Xeon, it can't be OCd anyway.

Why would you do 970 SLI?
That ain't a great idea.. pick a 980 Ti instead and have a quieter, cooler, and faster experience.

Aaaaand.... 53 weeks... that's like a year? Hell, come back here in a year when there's new and better stuff out and we'll make you something fantastic. But overall, yes start saving because everything costs money.

Just a heads up. E3-1220 v3 does not support hyper-threading 

Why not picking up i5 4590 then, seems like a better deal.

You should always be saving but why bother thinking about specific parts now? By the time you can actually afford any of this your current list will be completely irrelevant. Come back when you actually have the money.

No VRAM does not stack effectively in SLI it's still 4GB mirrored
