There is pretty much only 4 cores on that CPU. It's bulldozer architecture, they have 2 cores in one, however it's read as 4 cores and 8 threads. Sort of like Intel's hyperthreading but they don't false advertise

A 980 for $50 is a steal. You're comparing the lowest end of one generation to the highest end of the previous generation. It's going to be at least a 50% increase in performance.

Honestly your current CPU is still good enough for gaming paired with the 1070. I don't think you'd really need an upgrade right now. If you were to upgrade, your best bet would be an R5 3600, a B450 motherboard and a 16GB kit of DDR4 3600mhz RAM

UPDATE: After not playing on my PC for the entire day and playing again, the framerates are back to normal. I was playing for an extended period of time which possibly could have been a reason however there shouldn't have been any reason for it to really happen considering that the GPU usage for heavier games hadn't reached full load and the temperatures were stable.

No. Two totally different sockets. The best CPU you could put in would be a 4960x, and I'm not even sure that it's compatible with that PC (Dell likes to do funky shit).

then you would know instantly what the issue is here
basicly, what's happening here, is that the world gen somehow screws up, either because of a pre-rendered map that is generated trough different means than the server has, because the seed listed in the world files is incorrect, or because one of your plugins broke terrain gen.
try this:
- remove server.properties (to reset its values, if you know defaults for world gen settings, you can just put those in),
- move any potential plugins you have out the plugins folder,
- remove any worlds from the server folder,
- run and let it do its thing.
aside from network threads, minecraft server is 100% single threaded

Now most poeple would go for the i5 6500/6600k but I say go for the 1231v3, its par to the i7 4770 and gonna give you better preformance in cpu intensive games like GTA 5

My friends tell me to stay away from Turtle Beach because of their low quality builds. I know that the Cloud headsets are pretty good from personal experience.
