Because marginally better? that reason isn't enough? I mention GTX 750 for used market, if you can find one under $50 that a solid choice, at least so much better than any GT series you mention. -

Why RX 580? or even amd cards at all. GTX 1050, or even older GTX 750 is not really affected with mining craze, don't bother going lower than gtx 750. Almost every AMD cards are not in your price range due to it's ability to mining. -
Safety current is for your max equipment load Rated current is for your equipment to use safely without breaking/overheat. It's ampere & voltage not just voltage, if its require 5v at 0.17a then 0.17a is should be delivered, although it could deliver 0.4a at peak however it should only use 0.17a. Never goes full load on power all the time, it's like golden rule of powering something. While your header maxed at 1A, don't use more than 4 fans (0.4a rated) on to it, although it can since the rated current only 0.17a.

I second that, why? FX 8350 is 125w TDP That motherboard VRM is 3+1 which is not even adequate for Phenom II let alone a FX series, even 970 chipset motherboard had troubles running this cpu cause it's power hungry. In the end you end up buying another good motherboard to accommodate " cheap cpu " I mean if you are on budget get old i5 2500k and P67 motherboard, you all set for gaming, even able to overclock with same budget if not less. -
Some capacitor might blow up/leaked, does your psu is on TOP of the case?

Just FYI, 4 GTX 1050 (Either TI or not) consume only 325w including whole system. So yeah, 550w is good.

GPU encoding is a thing no one encoding with their CPU anymore, it's too slow and use lot's of power. -

Replace GT 1030 with at least GTX 750 GT series doesn't support NVENC, and your CPU can't encode and play at the same time. -

Since you are booting with MBR try to set your boot to LEGACY only. All I know is older system will hang up upon boot while mix match with GPT and MBR, it works fine within windows. I don't know why, probably bios update can fix that, have you tried it? -

You need to put your e5400 first, set timing ram to 800 or 1066, turn off your computer, put the q9400 in, and see if it boots, if it still doesn't boot, I don't know what can make it work The RAM timing is sync with CPU fsb I mean, I also have this problem and I have no idea what or how to solve it, and this problem only occur with mostly G41 and G33 motherboards. it doesn't happen with P35 or P45 since it has overclocking feature with independent bus running on both ram & cpu.

This is most problematic issue with GT1030 people pick it up just because it's cheap (although not the cheapest) it doesn't support NVENC, gpu encoding is out of option. So you only limited to CPU encoding which isn't going to do you any better.
