1080ti benchmarks about 70-75% of the performance of a 2080ti. If the 3070 is around the 2080ti performance, there's the gap.

There is no possible way to use your CPU and motherboard with DDR4. If you want to use DDR4, you absolutely have to change out both your motherboard and CPU.

If you're trying to keep it cheap, a 430W or 500W from a reputable manufacturer like EVGA, Thermaltake, or Corsair. Should be around $50.
EVGA drops B Stock every Wednesday and often has their 500W for $30 if you reeeeally need a good deal.

Anything using a PCIe power connector is going to be too much. Find a card that pulls only from the PCIe slot and it MAY be okay. But a PSU like that is gonna be a dumpster either way.

I mean, you went secondhand on all your parts and are frustrated you have problems. That's a risk you signed up for and doesn't reflect the PC space as a whole. While those parts may have been working at the time, you don't know for sure exactly what they've been through. Voltages could have been cranked to get an overclock before selling. Maybe someone got thermal paste on the processor bottom and didn't remove it safely. There's a host of things.
If reliability was your number one factor you should be buying new and getting a long warranty.

Power supplies generally last a long time, especially high quality ones from the likes of Corsair. If you're really concerned about it, you can crack it open and check the capacitors, that'll probably be the only visual indicator you could find to evaluate the health of the supply. In addition, don't some EVGA power supplies come with like 8 year warranties?

Download openhardwaremonitor or some sort of monitoring software to check your loads. Both games have several locations that are incredibly demanding/unoptimized that will cause drops in performance.
At the very least you'll be able to narrow it down to one component.

If your build info is correct, the money would be better spent on an i5 or i7. 1080p will get absolutely shredded by a single 1070 as is, but with an 8320 you'll still experience drops in processor intensive scenarios.
