PWM fans are generally reserved only for CPU coolers, since the CPU fan header on most motherboards is usually a 4-pin PWM. It's usually a good idea to use non-PWM fans for your case as motherboards don't always have 4-pin PWM headers for the chassis fans, and the majority of fan controllers available on the market won't work properly with a PWM fan.

Don't mind the AMD hate comments;
Your problem is almost undoubtedly the H80i it has the worst fans I've ever seen on an AIO cooler when it comes to noise generated. They run at 2800+RPM out of the box even on their lowest bios setting. Try and adjust the voltage going to them; make it as low as you possibly can; these fans actually run quite decently if they're at 800-1000RPM.

avoid the backside of the PSU mainboard. Avoid the large round things. Capacitors can melt the tip of a screwdriver. Avoid always.

Yes. Completely, Yes. Everyone should have Steam. I've bought around a hundred games from Steam probably averaging around $5 each, because of their awesome sales. I am a cheap gamer I'll admit. I will never pay $60 for a game. Plus you can get games sent as a gift from people if you don't want them buying you random crap you'll never use. And it can backup your save games. Plus you can never "misplace" a game, since it's all based on your Steam account. Just download it again. And it has tools built in to let you communicate with your gamer friends, even whilst playing. It has some minor nuances and frustrations at times, but is easy to overlook them since it's so amazing. I was resistant to the idea years ago, as I liked having physical copies, but I've since changed my mind.
Basically, Steam is the greatest thing since sliced bread. I love Steam, and I'm sure you will too.

Arguing this point isn't really a good way to spend our time. The point is the numbers don't mean a lot one way or the other. There is no standard to follow so it's all comparing apples to elephants.
From the Tom's article you linked earlier: "Note: Differences between a products rated db/a and measured db/a are not indicators of false advertising data, just indicators of the testing distance being different, some of the rated fan noise level measurements were stated they were taken at a 1 meter distance from the fan. The testing chamber was not large enough to match that measuring distance."
Not that I'd consider any of that testing really relevant as it was done using PVC pipe and an old subwoofer box. He'd have been better off testing using a real system, like Linus does with his water cooling tests.

Top: 2x 140mm Exhaust
Rear: 1x 120mm Intake
That'll give you positive air pressure that helps prevent dust build.up. Just add a magnetic fan filter in the rear.

I would actually recommend the h80i instead of the h100i. The performance difference is at most, 2 degrees and the h80i is a little cheaper. It provides the best bang for buck solution for AIO coolers.

dB is not everything for silent PC's. You also have to consider the quality of the noise. So a fan at 20dB might be silent but if it has a constant clicking sound, it'll be annoying compare to a fan at 25dB with only moving air as the noise generated.

I dislike anything that has excess shapes and unnecessary plastic. Do they hire 12 year olds to make computer cases? Or is that the market?
Im not sure what the thread creator is talking about, Fractal is one of the few companies that understand that not everyone wants a case that looks like a cheap sci fi movie.

Yup, instead of using a conventional fan blade design, they used a super high RPM impeller which makes it pretty loud.
