Same. I either look at rtings or Monitors Unboxed.
Regarding the OP, the GPU choice for lowish settings from the cards you mentioned will not really matter as much as a good CPU that can push and maintain high and stable frames.

Will vary wildly from game to game. My 3900X was holding back my 3060ti in some CPU intensive games at 1440p while being more than enough in GPU intensive games.
And what I mean by "holding back" is that I got only around 60-90FPS instead of 120FPS+.

My Lenovo Yoga opens to 180° and it's also listed in spec as a feature.
Most modern 14" laptops I was looking at before I bought this one could open up to 180°°

15-20 FPS without context is meaningless info. 15-20FPS more when the other one is at 40FPS is a lot.
15-20FPS more when the other one is at 120FPS is not really significant.

And stability testing for RAM takes at the very least hours and sometimes days depending on what you're trying to achieve.

@NUSURIAaditionaly you can run something like Cinebench R15 or R23 and compare with others. Memory has little impact on Cinebench scores so if your score is quite a bit lower it's most likely CPU underperforming either due to power constraints or temperature.

Get ASUS MemTweakIt and post a screenshot. I don't have much experience with Intel memory overclocking but most of the timings should behave simillarily to Ryzen so I may at least be able to see if some of the timings are completely out of whack and causing issues with performance.

Looks like both your CPU and GPU are slightly underperforming. GPU clocks seems to behave fine so it's possible your DRAM is either tuned wrong or runs very slow which would in turn mainly affect your CPU perf.

My last experience with NVIDIA on Linux is like 4-6y ago so I can't really comment on that. But I remember it was a pain back then.
And the biggest issue is to actually get to the desktop without the driver rather than install it. If you are already versed in Linux it may not be a hurdle but if you're a new user you'll be left clueless.

TM5 generaly finds errors significantly faster with a good config.
I was just doing memory overclocking for the past 3-4 weeks on my main PC and for example the paid RAM Test from Karhu passed 12000% in over 12h without an error and TM5 found error within first 10minutes.
The system is basically unusable while this runs as it will almost max out your RAM to 100% and it may crash due to running out of memory if you interact with the PC.
Regarding Core Cycler it's possible your CPU may encounter instability when hitting the max boost clocks. Core Cycler will let individual cores boost to it's maximum clocks briefly and cycle between them to test the stability of max frequencies. If you''ll use your PC while this is running it wont let the cores boost properly.

How much have you tested with Memtest?
Try TM5 with 1usmus_v3 profile and let it complete at least 25 passes without error. You'll have to probably edid the config file to change the max pass count.
Also try Core Cycler and let it run for at least two hours.
(don't interact with PC when any of those are running)

More often than not GNOME tends to work way better for me than KDE especially on a laptop when I use trackpad. It's much better and more thought out experience than KDE (in my opinion).
Pop OS for example does something you'd need a ton of plugins for to get it working. Very good tiling window manager out of the box with a propper tiling function that is monitor and worskpace agnostic. Even KDE Plasma 6 can't come close to that with it's features right now and that's comparing it to a GNOME 42 based distro... Obviously Cosmic DE will be something interesting to see once it's ready but we are not there yet.
Also big feature of PopOS is that you have option of NVIDIA or AMD/Intel support out of the box without hassle. They are now working also on hybrid graphics for Cosmic DE so that it will work with everything as well.
For other distros... it really comes down to what it includes by default. Some people want bare OS where they have to install and setup and tweak everything by themselves. I couldn't care less, imo it's just a waste of time. Just get the distro that has the most stuff you want already included and work from that. It's not like you can't remove the extra stuff that's of no use to you.
I'm not very well versed in Linux btw... I'm just noob user but I have been using it for a while and do have at least some experience. Just looking at this from my point of view.

While PTM7950 is great the biggest issue with most modern AMD cards is the mounting pressure of the cooler and that's why washer mod is quite popular mod on AMD cards. Simply changing the thermal compound will often not help.

As per my last comment, I've misread your post.
So to answer. Yes, 7900X3D is better than 7900X for gaming while sacrificing slightly the multi-core performance due to lower clockspeeds in multi-threaded workloads. If the difference is 50eur and nothing else is an option, I'd take the X3D still.

7800X3D is better gaming CPU than 7900X3D as it provides way more consistent results because it does not need to have to rely on a cross CCD scheduling optimizations.
Only get the 7900X3D or 7950X3D if you value multi-core performance for workloads over gaming performance.
