So when you spin it, does it stop  after about half a rotation or kleep going like a top? If it's the latter then you might wanna lap the IHS, if  your not comfortable voiding your warranty that way, exchange it and see if you get a better one. If it does 4.3 all core at 1.28 that is pretty good silicon though and you might consider the lapping option.

You might also take out the cpu, put it on the table upside down and spin it. if the heatsink isn't flat it might not be  making contact. Some of the Ryzen 7 heatsinks are more bowed then others.

Tkae precision boost overdrive aka PBO and core performance boost aka CPB off. it fixed my temps.

Sounds like a case of computer bugs, if your not careful they'll start gnawing on your RAM and start stealing your cuda cores for their nests. I'd suggest a healthy dose of compressed air throughout the entire system to flush em out.

ASUS and Gigabyte both have cards at similar prices that will perform much better (and have motherflipping Windows 10 support! Seriously TP-Link, it's been out almost a YEAR).

Forget all the malware advice.
Just run crystal disk benchmarks over and over again to keep disk usage at 1000%.
Switch to maxtor hardrive. 
Install a couple of antiviruses and keep them both active
Enable every single startup program there is
Switch on notifications
 
Go to the BIOS: set graphics to integrated only
 
If possible, set max graphics memory to 128 mb
Set usable RAM to the minimum
Set chrome to open 10 tabs at startup and keep it running in the background.
