If I were you I would wait untill June 29 and get the similarly priced rx 480 gpu, which would swamp that 960. Everything else looks fine.

It is bad for amd cards, but really only because of godrays, so if turning that off doesn't get you better performance, amd isn't the problem. And while the game isn't anywhere near optimized for pc, the console fallout 4 experience is actually worse than yours, if you can believe it. At this point I'd advise you to do 2 things: wipe drivers and then reinstall them, and make sure to monitor temps and clock speeds during gameplay, we want to make sure that you aren't thermal throttling.

I have a Vaporx 290, so the clocks are a little different. I run 1150 on the core and 1475-1500 on the memory for my daily overclock in demanding games. I can push is to 1175 on the core in a pinch but the stability is less than I like.

1140 is a good overclock on the core, 1600 on the memory is really good.
I try and keep the temps below 80. Others say the 80s are fine but I like temps in the 70s.

That's good. Most will go into the 1100's. Don't forget the memory as that will impact your fps as well. A conservative overclock is 50mhz on the memory.

Yes, you can max out the Core Voltage and Power Limit. Won't hurt anything. DO NOT DISABLE ULPS THOUGH DOING THAT
