    I'd give it a shot.
    2x8GB 3000MHz should be fairly easily obtainable even on Zen+, so it really sounds like there's something wrong with the BIOS you're currently running.

    Set the soc to 1.1
    Set the dram to 1.35 
    Anything over 2933 isn't necessarily guaranteed for zen +

    Not a bad build for use solely as a NAS.  You wouldn't want to add anything extra to it as far as software and applications.  FreeNAS will be perfect for this rig.  As for the NIC ports, having more ports is not bad.  I'd definitely use the onboard, but adding a NIC-card would  be recommended.  Even a NIC card with multiple ports would be great, and bond a few of the ports together for load balancing and failover.  Much greater throughput, that way.

    I would suggest that you try the secondary pc encode with your laptop (or a pc that you can borrow), to see if your primary computer workload is less impacted.

    You should be able to just pull up on them by hand without any problem. The heatsink should have thermal pads which can be reused but if it has paste you will want to re-apply.

    I'm assuming you're using Unity, which I'm not that experienced in, but I can give you some pseudocode to go off of for the randomization.
    Some sort of loop { Number = Generate random number Switch(number) { case 0: Add block 1 case 2: Add block 2 etc. } }

    dude, shipping is NOT cheap outside Europe, Schengen brings benefits when it comes to shipping costs, but if you want to buy from EU to a foreign country... OUCH...

    Honestly... Sabertooth > UD3P any day man...
     
    990FX has 42 PCIe Gen2 lanes and way more USB ports, vs 22 for the 970 chipset....

    you want that mobo, as it is "8+2 phase". Meaning it will OC very well. 4.6Ghz is NOT out of the question with that board. Although you may need something better then a Hyper 212 Evo to sustain said OC...
     
    For GPU i suggest a Nvidia GTX 960 due to Nvidia drivers having lower CPU overhead. The FX 6300 has weaker cores then haswell i3, but it has MORE cores. So all in all, it matches the Haswell i3 very well.
     
    Question: How much does a Haswell i5 4460 cost in your country?

    Alright with that hardware. The EVGA B is comparable to Corsair CX, so you don't want to push it hard.

    Not at all. The EVGA B series is made by HEC, a worse OEM than CWT, who makes the Corsair CX units. Both are budget group regulated designs. The CX has slightly better capacitors and significantly lower ripple. The EVGA B has marginally better voltage regulation and slightly higher current rating on the 12V rail.

    EVGA B series is significantly better than the CX series.

    OP Your system draws less than 200 watts and I'm assume isn't very hot either. Go crazy.

    4460 > FX6300 > 4170
     
    but considering the FX costs less then the 4460, you can get a better graphics card, and in 9/10 games, faster graphics cards gives considerably more boost to FPS then faster CPU.
