GCN (Shader) Architecture is fine. That is said by a ton of developers (source: German Forum 3DCenter.de)
If GCN was so bad, nVidia wouldn't have adoptet more and more of it with each generation.

The Problem AMD has is the frontend, triangle throughput and some people say Compression or other memory saving things. Though it might also have something to do with the drivers - and why nVidia doesn't allow open Source Drivers for their chips. Because then you could compare them on equal terms. Something nVidia hates to do, wich is why they stopped supporting OpenCL once GCN was released.

Different Turbo and slightly above the Threshold that AMD specified internally.

    Also one thing to consider:
    a) the VRM are current limited, not Power!
    b) Zen2 based Chips have lower Voltages -> 1,2V instead of 1,3-1,4V (I've seen that the Ryzen 7/1800X seems to go to 1,5V.

So that means that if a VRM is made for about 65W at 1,4V, if we now reduce the Voltage to 1,2V, the Limit drops to just ~55W (rounded down).
So the 3600X might actually consume still around 65-70W, but that's over the spec, so it has to be 95W because of that.

Neither GCN - as many people claimed.

Just take the RX 570 and add another zero, call it a day.
And troll the Competition, who wanted a trademark on the Numbers

Stefan Payne got a reaction from Jon Jon in 3700x vs 3900x: what to expect on the electricity bills and temps department?
    Ähm....

You have an old, inefficient Q6600 and wonder about electricyty bills? RLY?
The old C2D parts are pretty awful when it comes to idle and such. And that's not with the Dual Dous...

So the old 65nm Parts I'd expect to idle around 100W, with an age appropriate GPU up to 150W...
And that's not taking the old, 60-75% PSU into account.

So yeah, your new system might not actually consume more, on the contrary, it might consume half as much under low load conditions...

None of those, look for higher quality PSU!

You have the mone for a rediculously overpriced CPU (that might drop in price soon btw), you have the money for a real high end PSU such as be quiet Dark Power Pro P11, Corsair HX...

    For that System:
Straight Power 11, 750W (because of the Connectors), if available, otherwise the Corsair HX.

2x4 Core on 2 Chiplets are 8 Cores as well.

    The difference is:
For 1x8 you need one fine die - with no defects
For 2x4 you need two crap dies - half of the die might have defects but its still salvagable.

I'd say two dies are more probable on the 8 Cores than 1 Die because of cost and "salvaging" half dead Cores...

Though it might be possible that the 3700X is two die while the 3800X is one. We have to wait and se.

    I'd look at other manufacturers.

    As for 3,3V and 5V:
10A is plenty for more systems. If you don't want to build a Fileservers out of 2,5" HDDs, you don't need no more.

With Zen, the Cache is part of the CCX, so if they kept the 4Core design and 2 CCX, they can easily deactivate half the Cache by deactivating a whole CCX.
And they seem to be able to deactivate the L3 in Portions as well.

That's why the Ryzen APU have 4MiB L3 the four Core CPU have 8 and the whole ones 16MiB L3.

With the 7970 the 70 denominates the performance inside this performance/chip thing, not the chip itself.
I edited my post to make it more clear.
I meant the second number for AMD/ATi Cards. And with that the last x7xx High End Card was the Radeon 9700.
There was no Card with the "Performance Nominator" 7 high end after that. It was either 8 or more often even 9.
    Is a 1070 an AMD/ATi Card??

Its not as we don't know how much Shaders the Chip had.
    With 40CU its awesome.
With 64COU its not so much.

    But they also said that:
    1.25 performance per clock
    1.5 times performance/Watt

    When compared to VEGA...
That said, at the same clock we're talking at around 48 Shaders, however, they also mentioned that NAVI clocks way higher than VEGA...
So lets assume roughly 20% higher clocks (~1,8-1,9GHz) and we're at 40CU.

You know what has around 40 CU??
    Polaris...
Though Polaris is already just 232mm²...

That's a very optimistic guess, so take it with a sack of salt...
