Good news i was wrong, it jus took a little longer for a few restarts (idk i guess my install is growing old and going senile) and all is ok

So I was in the middle of ccleaner running and lost power. Now my Windows won't load. I have the loss screen disabled do it only shows the blue dots when it starts Windows. But tiny artifacts appear in that area abs it never loads. I'd my os truly corrupted?
