I love my job.
Except when people tell me their dog drinks plenty of water from his 12 fl oz water bowl, because "I fill it twice a day".
Seriously, if your dog only drinks 24 fl.oz. of water a day, he's likely dehydrated and only looking for a fresh source of water.
If I ever become a serial killer, I'll be a cereal killer. Seriously, I will kill people by feeding them cereal without liquids.

I always make sure the food and water bowl is full. Never had an issue with overweight or anything if they are hungry or thirsty they just go to the bowls when they want. Dogs aren't goldfish.

My cats need more water than that.
And they are much smaller.
If the water bowl is empty, fill it up.
If you're lazy, and don't want to do that, get one of these.

Your dog's natural diet contains ~60-80% water. If they eat 1 cup of dry (10% moisture is average), they need to drink 2-3 cups of water to rehydrate appropriately.
I've got three fountains in my house. One in my bathroom, one in the kitchen, and one in the back lounge. There's always a bowl near the most common path my dogs will take. I used to leave a bowl high up for the cat to feel safe with.

Not to mention that depending on your climate, evaporation may take a surprising portion of that.
