    Big oof. But i can help you.
    1. Reseat your cpu.
    2. Turn on your PC and go into the BIOS and turn off Chassis Intrusion.
    3. Go to the BIOS again and make sure “Sata operation” is set to AHCI
    4. Make sure Cables are plugged in SSD all the way and go to Disk Defragmentation in Windows and optimize your SSD.
    5. Update your drivers on your GPU. If that doesn’t work, your GPU is bad.
     
    Get back to me if you are having trouble and ill walk you through it.

    Yeah a new gpu is the only way to fix it, he probably broke the pins that control the speed, But that’s okay, the fans will just wear out quicker but you’ll prolly get a new gpu by that time anyways.
     
    about the Windows load times, try making sure the SATA cables are plugged in all the way maybe. I can definitely solve that problem im
    pretty sure, come back if it didn’t help.

    Lookup NVIDIA GRAPHICS DRIVERS and manually look for your graphics card and get the drivers that way.

    So back in High school, a teacher bought a wireless mouse and didn't know how to set it up. So the teacher in question went to the tech teacher to ask how it was done. The tech teacher was like, "oh just plug in the wireless receiver into the usb port and turn the mouse on," and the teacher got all confused, and asked, "but how does it work without wires?"
    Ever since then that teacher has become amazing at tech . . .

    I would go for one of the new Intel Pentiums, e.g Pentium G4600. It will offer better performance at a much lower price, especially for your needs.

    You may need to boot into Safe Mode if you can. On Windows 10, Shift+Click the Restart option to reboot into Safe Mode.

    You can get Antec Truepower Quattro for pretty cheap on ebay. I wouldn't get that PSU, just search around auctions till you find a good PSU, if the PSU isn't on @STRMfrmXMN's tier or whitelist and it is from a reputable brand (Coolermaster is not a reputable brand, they sell a lot of shit and I don't have time to look them up), you can ask in either of the threads.

    it might not support low power states for the newer cpus given that it is really old. i do not believe that zalman is a good brand for psus so i would reccomend finding an alternative from the likes of fsp, seasonic, evga, corsair, superflower, etc.

    Depends on the CPU, but for most go for 2x8 (Dual Channel) so you can upgrade later.

    Intel nowadays is much better than AMD. If you can't go for that then maybe ditch the 1070 and get an Rx480. I wouldn't go for two of them though . . .

    I use the G502 and love it for CSGO. I can bind grenades to all the keys and I'm very happy with it. The Razer Deathadder is also good for CSGO, one of my mates has it and he's pretty happy with it too. If you have a larger hand I'd recommend the Deathadder.

    Literally anything will work. Grab an R7-260X like me for 500+ FPS at 1080p, or even an R7-250X. If you play other games then get the 260X, I run BF4 at 60fps medium settings, so you get that option as well.

    if you wont do much gaming, and the gaming that you do are easy to run games like LoL or cs:go, i would recomend the i3. if you somtimes play games like gta5, bf4 and othr older AAA games i would recommend the 6500 to save a few dollars

    Well from the specs in your signature it's unlikely you'll be gaming on either of them . . . 
    If you plan to upgrade and game, definitely get the 1440p 144hz. If you just want to use it for everyday work then get the 4K.
