Actually what you should do is try to plug in that hdmi, boot to windows go into intel hd control panel and chech if the display isnt set to be turned off

you know what, I live on Mars and when I want a 980Ti I have to pay for the whole spacemission, which comes down to around 4 billion$ so stop complaining. (YES, I won the high price war)

How do you know its not the power supply? Because to me it sound like it could be. It could be getting overloaded and shutting down and once the power draw drops due to the shutdown it turns back on starting up your system again.

Not necessarily the case. For example. I have an old laptop with DisplayPort 1.2 a/b (dont remember), DVI-SL, and hdmi 1.4 and it is capable of doing 1080 at 120hz through all of the outputs (theoretically) but is completely unable to do 4k at 30 or 24hz. This is because of the internal circuitry of the laptop. It contains a mobile pci-express module graphics card also known as MXM the card has 4 displayport outputs going from the card through the mxm connector. (DP is converted internally to DVI HDMI and such). All theoretically able to push 4k at 30hz but it is all routed through the intel hd 4000 graphics which are capable of a max resolution of 2560 x 1600. Regardless of the available bandwidth it is unable to output 4k at 30hz but is able to do 1080 at 120hz. So this is more complicated. Obviously this isn't a problem with desktop graphics due to the way they work; having the display connectors on the card. But it is a thing and this isnt as simple as some of you think it is.

i know just the thing for you. if you have intel display drivers installed. right click on your desktop, go to graphics properties, display, color settings and restore to default.

A CPU change should never result in this. Have you tried going back out of safe mode? Did it do it again? Windows Explorer is a core part of Windows so you might have to clean install. Weird.
EDIT: You might also want to try to reset the BIOS to its default settings via a factory bios reset.
