To be honest, it really doesn't matter much as long as it is from a good manufacturer like Cooler Master, Noctua, Arctic Silver etc. 
 
But if you still want 1-2 degree difference and don't mind spending extra money get IC Diamond.

Everyone will have their own best one. However any compound that has metal mixed in it will perform better though. Personally I use Arctic Silver 5.

The e5450 is higher binned. I'd just be lazy and hope that intel's binning of CPUs was good.

Gigabyte, EVGA, MSI, Asus all have big coolers that keep the card cool. Just pick the one you think is prettiest
 
Edit - To answer the original question because I just looked at the PCP link. No. It doesn't matter.

Aside from the 750 Ti fan curve thing, I haven't heard anything bad. EVGA is my default for Nvidia cards

You mean like a complete wipe? If so, then you should be able to connect it and format it. If it has an OS on it still, I'm not sure
