Ok you will be able to do a complete reformat of the SSD and fresh clean install of Windows without even needing to touch the RAID 1 mirror. It may be best to unplug the disks while installing Windows just to be extra safe.

Well, for a super low end budget build the only thing a PSU needs to do is provide some sort of power. A system of this level will use 50 watts max. maybe so if you go with a 500 watt super shitty PSU you will not have any problems.

yeah pcpp is working for me, the parts that are listed are really as cheap/low as they come because windows requires 4gb to be installed, and 480W is legit the cheapest psu that is from a sorta reputable brand but here is another build that has a 80GB WD blue drive which is a respectable brand

What are you running on the virtual machines?
You could either go with a single opteron set up, or just build 2 cheap 8320e builds, I'm pretty sure you'd want about a core per VM
Also what's your budget?
Virtualization is just about the only thing AMD kind beats intel at most times
