EDIT : Loosening the mount for the heatsink did not correct the issue with the memory speed and timings.
I am going to cross post my issue here, and then when I get home try your suggestion. I already re-seated the CPU and heatsink and did a "normal" install, you know, not too tight just right. How bizarre if relieving normal pressure on the CPU to less pressure solves this issue.
Summary of my issue : On BIOS versions 1202, 1216 and 1602 I cannot POST with RAM set to 3600mhz 16-18-18-38 at 1.35v
My RAM kit is BL2K16G36C16U4BL Crucial Ballistix RGB 32GB Kit (2 x 16GB) DDR4-3600
CPU Ryzen 5 5600x
Mobo B550-F

From DEFAULT BIOS settings, if select D.O.C.P and change nothing else (not even FCLK) and reboot, the system will not POST. If I manually change ONLY RAM speed to 3600mhz, it will POST, but timings end up way high at around CL26. I can tighten it up to maybe 24. I have tried 1.35, 1.36 up to 1.4v.
I can boot the system with RAM settings at 3200mhz, 16-18-18-38, 1.35v, FCLK 1600 and appears to be stable.
Would the next logical step be just to try a different RAM kit? I find it odd that this quality RAM is unable to get the advertised speed. Otherwise the MOBO seems fine, but perhaps there is something wrong there?
Given the stability at 3200mhz, is there any likely chance that the CPU is faulty?
