Since you're okay with a bit of modding, the Define C Mini/Meshify C Mini can hold a 27mm thick 240 at the top and a 240/280mm at the front, though for the front you'll need to mount the fans to the "outside" of the case rails. For the Define C, that leaves very little room between the fans and the front panel. For the Meshify C, that means trimming the back side of the front male's webbing to fit the fans. (example shown here in the ATX version)
Custom loop will be your best bet for keeping the 9900K in check. I've personally used the Define Mini C in a build but I didnt do any custom watercooling in it.

Why would you need an I7 7700k if you're not gaming?

I would think you're better off with a NUC for your usecase.

@leaderroy, that's an awesome idea. Many a prototype has been started with some kind of a foam/wood/cardboard material. In fact, that's how the early 45 Drives' Backblaze pods were designed before we started manufacturing them.

I've actually been thinking of prototyping a case out of this kind of foam boards.
Before perhaps having someone like Protocase have a go at a metal version.
I only deal with mITX and SFX PSUs ur pico PSUs however, so expect something really tiny (probably with custom water cooling).

That is the stock clock, if you turn turbo boost off in the bios it will run at 3,4GHz.
It is also a sign that your CPU isn't thermal throttling

In some games you won't notice much because it has a "forced" update rate.
But you will notice an overall smoothness over 60fps.

My opinion on this is wait for Higher res monitors to get 120/144Hz (the monitors now are meant for early adopters and for those whom requires the extra desktop real estate)
I do believe there is a 1440p 120Hz monitor from ASUS

The idea was to create a small rig with decent outside and quality inside meant to use for daily surfing the net or later upgrade to a fulltrigger gaming system. So expect the first stage to be "boring" if you searched for something outstanding.
