Just a correction, the government will only be funding it up to $29B, the rest has to come from the private sector (banks, corporations, etc). Still ridiculously short-sighted, this will end up costing even more money down the line when the remaining copper needs to be replaced...

At only a 1366x768 resolution, easily. That GPU is wasted on that resolution though, the hell was ASUS thinking?
According to notebookcheck, the GTX 850M is slightly more powerful than the GTX 675MX (which is only slightly more powerful than my GTX 670MX). So it would pretty much run quite a lot of games at Low-Medium, 45FPS and the occasional 60FPS depending on the game. Though of course I'm basing that on my 1080p screen, 1366x768 will obviously be much easier to drive.

GTA V Medium settings - Average 65 FPS
Far Cry 4 Medium settings - Average 60 FPS
