I'm looking to upgrade my iphone 4 to something new like note 4/ htc m8. but i think im going to wait for htc m9. you should do the same too.

you can get oneplus one, you need a forwarding company such as Aramex, they will give few P.O boxes in UK, USA, Singapore, Hong Kong ..etc but i've been hearing some bad things about onpleus one, very slow and bad customer service. i'd recommend going for HTC One M8 / Note 4. or wait few months and get HTC One M9 / Sony Xperia Z4..

Yes its in us. 300$ wc kit + gpu block = 400$ You can buy used parts and save few bucks. Edit: 500$+ two gpus, and you prob have to use two rads.
