Isn't 1600mhz extremely low for DDR4 though? You'd probably see big scaling on a 4790k going from 800 mhz to 1866.

Download msi afterburner, set a -150mhz offset clock, if this fixes it, RMA your card.

Them Specs are complete bullshit, My rog swift messures at about 4ms, and that's a stupid fast pixel speed. Although, fast pixels can make 60hz looks worse IMO, cause the individual frames are more noticeable/the don't blur together as well.
It's rare pixel responce times are really noticeable unless they are really bad, or you play something like Osu!
Also, if you get two monitors, one sayings its 1ms and the other 2ms, in reality they could both be like 5ms, and one's just lying slightly more.
Also, don't confuse the response time with input latency. Response time is strictly how long it takes for the pixel to change colour.

Ok.
But anyway, some games are just more CPU bound, and you can get the fastest CPU ever 2x and still be CPU limited, just gotta take it game by game really.
With 2 980 TIs you might actually run in to CPU limited situations in even more GPU demanding games, just cause that graphics house power is just so mind numbingly fast.
resolution makes a massive different too, higher resolutions put more stress on the graphics, but no more on the cpu, so it can balance things out sometimes.

Copy the stuff from that, make sure you change the preset mode to standard, at first on my xl2420t I couldn't find the option for standard, but there are 2 pages of presets.
The colour will look washed out compared to a IPS or whatever, but you should still get decent balance.

Is you monitor actually receiving a 120hz signal? Because you have to set refresh rate, in the same way you have to set resolution, right mouse click your desktop, go to "Screen Resolution", from there click advanced, go to monitor tab and select 120hz.
Also, do you know why you are limited to this supposed 60 fps, pretty much all graphics cards should be able to? Pretty much all graphics cards should be able to go past 60 fps
Another thought I'm having is, what cable are you using? You should be using a dual link DVI cable, or display port cable to get 120hz.

Since none of the goofs on this forum have given the correct answer, I will give it, the last few drivers provided by nvidia have had a bug in which caused drivers crashes under certain situations, there's a hotfix driver out now which i will link:

Get a single 980 ti + Plus lower wattage PSU
Get a single 512 or 1tb SSD
Get a 2tb HDD
Edit: Tripple 4k monitors? Nothing on earth can run that to what I would consider decent. But if you insist, 980ti SLI, sure.

I've had fans that have done the same thing to me too, I think it's down to the sensor on the fans, or perhaps it happens with certain Mobo+Fan combinations, at any rate, it isn't really anything to worry about too much.
