What would I add to the firewall? (Port, application, something else?)

Alright, I'm getting a snag. Every time I try to copy the bin to the switch using tftp, it says "%error opening tftp://192.168.1.110/c3560-ipservicesk9-mz.122-55.SE10.bin (Timed out)". I've tested with the command prompt in windows to see if the server is working correctly, and it is. I have no idea what is making it not work.

I already took it back, but because the screen is cracked, they wont take it back.

There is a USB port on the keyboard, but I cant configure the BIOS to boot off of USB, because I don't know how to get into the BIOS.

I have a windows 8 recovery usb, but the tablet doesn't have a usb port directly on it, what should I do?

Okay so I tried resetting my tablet yesterday, so that I could return it. The store wouldn't take it back, but they gave me a new discounted one. When ever I boot the tablet up, it brings me to a Blue screen like this one : I have no idea how to fix it. PLEASE HELP ME. If I cant get it to work, its no big deal, I have a new one sitting right next to me.

Okay, I think I figured it out, but I need to know the correct MIME type a .php file is. Currently, it just downloads the php file to the client and doesn't put anything in the text file.
