Runs fine without the oc , just weird after 5 years its having issues, kinda need the oc to keep up with my gfx cards the cpu is old now and starting to show its age clocked at 4.5ghz , think its time to upgrade

Funny you are asking this. I have been struggling with this same issue myself for the past couple of weeks now. The help I found online all pointed to the playback software I was using, and each forum had a different solution. Unfortunately none of them explicated stated the problem. Took me a while to figure it out.
The underlying issue you are having is your CPU is outdated. Check your CPU usage during playback. I bet it's sky rocketing. My OCed 5820k runs 4k HEVC content without a struggle, but that's overkill for movies. My media server is using a 2.3 GHz quad core CPU circa 2008... and it cannot keep up with 4k playback. Or can it?
The second issue is that no playback software defaults to hardware acceleration. In other words, your fancy graphics card is falling asleep while your CPU is falling apart. Unfortunately activating your GPU fixes half the issue. Your frame rate will go up, but the quality will look like unshaven butt cheeks in most cases.
My recommendation is to use a program called MPC-BE, and Google instructions for downloading, installing, and enabling madVR codecs within MPC-BE. The process will guide you through activating your GPU for handling the encoding. Just remember to check the box next to HEVC during the process.

sounds to me like its to do with the fact you mounted your water cooler wrong and ran a stress test and fried the cpu

I would just get the GTX770 because theres so many cool features on nvidias side e.g nvidia experiance and with the 4GB's it will be able to handle everything you throw at it, hope this helps

So basically I recently purchased 2 more 1080p monitors so I could have a really nice Nvidia surround experience with a resolution of (5960x1080"Bezel Corrected") and I was scared and worried my 660Ti with its 192Bit memory bus would hold it back but non the less I loaded battlefield 4 up on my surround monitors and to my shock it ran smooth on mostly ultra with eye candy turned off ;D things like ambient occlusion, antialiasing off and everything else on ultra , I got a steady 60Fps with a few dips here and there but only by 6 Fps max. I was really happy ;D and btw the temps on my card after playing for 2 hours were 74c max. I also tried skyrim, need for speed rivals, batman origins, bioshock infinite and assassins creed black flag out and a few others.
Skyrim Settings: Maxed out with 4x AA FPS:80+
NFS Rivals Settings: Medium/High With AA FPS 50-60
Batman Origins Settings: Maxed Out with AA OFF FPS 40-80
Bioshock Infinite Settings: Maxed Out With AA ON FPS 40-60
Assassins Creed BF Settings: Medium With AA Off FPS 60+

Btw my 660Ti is the Asus DCU2 2GB Edition if anyone is interested

Its all digital signal apart from vga and the other analogue signals, digital signels dont matter what quality the cable or interface is it will display the same quality image, so hdmi is basically dvi with audio yes
