Umm sorry to bump and old thread but I was just browsing Water Chiller stuff and came across this. Anyway I am going to have to disagree with you and suggest you do more research about something before you bash it. A Waterchiller can most defiantly reach -40c which is as much as a LD phase change can btw. Now will one of these 300 dollar haliea units enderman listed do it no, but it can be done with a custom one.
 
Not only can it hit those temps it can also do so using full cover VGA blocks, and a CPU at the same time, as well as be turned to close to ambient when subzero is not needed. However reaching those temps has its own issues and things you need to adapt and fix such as not using water but methanol or glycol, you can build a water chiller capable of -40c for alot cheaper than you can buy even a used phase change.   
 
A brand new 15000 btu AC can be obtained for 400 or so and then modded and can achieve -20c. Also phase change is second rate at this point with the release of OCC (which is basically a phase change system that uses LN2 from a Dewar) as it can achieve  -100c  or better .
 
There is also much better water chillers available than the haliea ones that are dedicated to a use like ours, Fun fact there is industrial waterchillers that use 3m fluorinert and get way colder than -40c and are used to cool high powered CO2 lasers. Waterchillers also as stated have the advantage of being able to be mounted elsewhere I have seen large house ACs mounted outside with there Evap inside in a reservoir cooling both the system, and a chillbox (by using a rad inside of a insulated box). This can net you much better results IE -36c water and -20c temp insdie the box that house your motherboard ect.
 
This is the best of all worlds as not only is your CPU massively cold, but your VRMs and Ram and everything else to subzero temps. This helps to prevent a lot of issues with Subzero Cooling the biggest being condensation. because the box is so cold inside it will not condensate. A Phase Change system cannot do this btw, a water chiller can.
 
Good thread Enderman and actually I must say though building an AC waterchiller is not that difficult and performs alot better for a much lower price.
