Super late to the party here but there is a difference between sustained wind speed and max gust wind speed.
Im not a meteorologist but we study wind speeds in structural engineering and most of the time the max 3-sec gust is what is reported. Coincidentally buildings are designed based on the max 3-sec gust expected in a location over a 50 year return period. In Florida, thats up to 200 mph in the latest building code. Its the old crumbly buildings you need to stay away from.
EDIT: So just to say, 90 mph sustained wind is crazy high. Gust are typically 2x the sustained speed in a location.

80+ bronze or better is what you should be looking for. And even then, some are just not very good for different reasons. Do some research on what the 80+ standard is and you'll see what I'm talking about

Not normal for an Asus Strix card. I think it might be starved for air in that tight mini-itx case.
Are temps better with the side panel off?
Also, check the fan curve used by the card. There was a glitch at one point on some cards preventing the fans from spinning up.

Most motherboard software is littered with bugs so I don't think this is a serious issue. I wouldn't return the motherboard because of it.

Depends whats available around you, but a thin and light with at least an i5-5200u and 8gb of memory would be ideal. The model posted by @MandoPanda is really nice but might be a bit out of your price range. Also grade B/C refurbs are a bit scary to buy.

You will have a hard time finding something with 6hrs of battery life under 400$. Most refurbs or used laptops have some level of wear on the battery. I hate to say this but a used 13" Macbook Air might be your best choice.

Your power supply will be an issue here. It is too small for a gtx 780 or r9 290x and likely doesn't have the correct cables to power a modern GPU. You'd have to check this out for yourself though. The RX 560 is the only one that might work with your current PSU.
Your best bet will be to get a GTX 1050 or 1050 ti since neither of those require an extra power connector. They get all the power they need directly from the motherboard PCIe slot. If you are willing to upgrade to a new power supply then you have much more options. But I wouldn't go above a GTX 1060 or RX 580 with the rest of your system in mind.
I think a GTX 970 would be a good used GPU if you do upgrade the PSU. Where are you in Canada?

You are right. Mine must've been missing a cable in the box becasue I remember counting only three and realizing I couldn't SLI my GTX 770 at the time ?.

they never do. At best they give you a pair of splitters.
Your PSU should have more PCIe cables to power the two cards at the same time, you lost them? you can buy replacements from cablemod, but why buy them if you can find the factory ones from EVGA

Just keep it empty because that SSD will eventually get full and you will want a place to offload some of the less important stuff you have on it. Also as a rule of thumb, you should try to keep the SSD below 75% full (I read that somewhere a while back).
