It's funny the way that quite a lot of the people who answered this probably got their answer from the IQ tests on the internet, Well, I have news for them:

I had a similar experience in Maplin the other month, only, it wasn't me, it was another bloke. The shop assistant was trying to sell the guy a 650 Ti for £250 and a case for £120, a basic motherboard for £150 and an i5 for £300. I went over to him and asked why the prices were so high (mentioning the prices were cheaper elsewhere in-front of this customer) He then asked me to leave the store.
I am now banned from Maplin, Cheshire Oaks for a few years. Although it won't matter so much as the prices are extortionate and I think they'll go out of business soon. Happy days.

X99 can support 128GB of RAM.
So something like a 5820k and a mid-high end X99 board, that will do.
However, good luck finding a 128GB RAM kit. 64GB is the current maximum due to the amount of ram we can actually fit on a chip.

Your ping is admirably low anyway so the issue with ping isn't at your end, it's at the server end.
So you probably wouldn't benefit from a new router.

For some people, PC is better, but for people who have friends around and sit with a beer on the couch, for people that want to play online with their friend(s) (who most likely have a PS4), I'd go PS4.

It's just like that example someone gave about one wanting a full bathroom for $200 or whatever. They feel like their hard earned $200 can go really far because it's their $200. Now, I live about 15 miles from a place called Birkenhead. Birkenhead is probably one of the poorest areas in the UK, but I still get people asking me whether I can build a system for £50, £100 etc that's good for gaming. I say to them simply to look on eBay and see what's going. They want new parts, but realise it's futile and that it's out of their price range. It is a sense of entitlement, it's understandable that they would feel that way though. It's just like with used and new cars, they're that much cheaper and not much worse that it actually makes sense to buy one. My dad sometimes buys new cars, it's fine. However, if someone goes up to the dealership expecting a new car for the price of used, they're laughable.

It's not about that, it's mostly people on 64-bit systems who use programs that don't work on 64-bit, just ask like every UK hospital ever.
Programs like IBM PCIS are still in use today, it doesn't work on 64-bit, so they have to use 32-bit windows. There are other programmes too which are 32-bit only, and it costs tens of millions of pounds to upgrade the infrastructure behind that programme; if you were a business, you too would want 32-bit Windows 10.

I'm sorry, but you can't always have new stuff, used stuff is usually just as good. The sense of entitlement that some people have that they deserve new parts is really strong. There are always better options.
