    The three clock domains, according to AMD, are in a 1:1:1 synchrony, i.e. DRAM SDR clock is the same as uclk and fclk (for example, DDR4-3600 would see the memory real clock, uclk, and fclk run at 1800 MHz. AMD also appears to have increased the fclk limit to 2000 MHz with "Zen 3," so you can run memory clock at up to DDR4-4000 without having to engage the mclk:fclk 1:2 divider, which means DDR4-4000 on "Vermeer" will fetch as much of a real-world performance dividend as DDR4-3800 did for "Matisse." With AMD Ryzen, memory overclocking has been an effective way to improve overall system performance, due to the synchrony between mclk and fclk. and so, noticeable performance improvements can be had up to DDR4-4000, beyond which, you can still engage the divider to push mclk further up.
     
    I went the 4000, only because I feel I can tighten the timings down to 14 with a OC.

    The GPU is different. The 6800 and the 6800XT is a different class of GPU.

    Used 1080 Ti at ~$350 is pretty hard to beat right now, still trades blows with 2070 Super/2080.

    Ideally you want Speed, then CL, so for your CPUs listed, you want to get 3200-3600mhz, then as low a CL as you can afford, with the very best being 14 and typical is 16-18.

    its just the current demand level.  right now the perfect storm is happening of:
     
    Nvidia not making any more 20 series
    No one can get their hands on the better price/performance 30 series yet (and if they do they are paying huge to scalpers)
    Very limited current supply for anyone looking to purchase right this minute.
     
    As soon as 3070/80s are actually available and in the market, their prices will plummet.  I was looking for a temporary card for 1440p and it sucked...Everything at the local store was 1660ti and below, no RTX to be found.  Nothing on amazon, nothing on ebay but overpriced stuff.  Would expect a huge drop once supply actually picks up on the new cards.  No one will even think of paying 500 on a 2070 used when a new 3070 kills it in performance, and costs the same (when its actually able to be purchased).
     
    So we are in a waiting period unfortunately

    The answer is yes. Get a Auros B550 Pro. You don't need a new ram kit but you may want 32gb. Get 3200mhz at the lowest. I would go for a Ryzen 7 5800X or 3700X if on a budget. 
    Edit: 3900x may also be a good choice as it's pretty cheap now.

    I would not pay $299 for a 9900k now when new Ryzen is not even 2 weeks away from release. I don't think thats a good choice at all right now.
     
    I mean, it will work, it will give you great performance but its on an outdated platform with no upgrade path at all, no PCIe4, etc...

    Do you have the AIO plugged into a case fan port? You want to make sure the pump is getting 12 V, many motherboards will reduce fan voltage for speed control on 3-pin fans.

    prime95, max fan settings. enough that i could overclock higher. noctua was severly limiting me. I'm pushing the h100i to the max too. I need a better cooling solution. Point is that air cooling is fine if you're in the right climate and/or cpu below 150W but water-cooling is definitely better, even AIO.

    That's good to know. A 1080 Ti will be perfect for 1080p@144fps considering this.
    I agree with your sentiment very much, but the market has not caught up. I'm having a hard time finding used 2080 Tis on ebay for under $800, or 1080 Tis for under $370.
     
    Honestly the $800 price tag is outrageous for the smallish performance difference, but that's what you get when Nvidia decides $1200 for the Ti card is an acceptable asking price.

    Honestly just saving up some money and building a completely new system might be your best bet. You can sell your 1060 for a bit and your other parts for some change. December-January time is probably going to be one of the best times to build a new PC.

    I did and I couldn't be happier. I also bought a 4K monitor to play with, the 1080 Ti won't do Ultra in the most demanding games in 4k but I generally don't play those.
     
    If you can pick one up for around $350 you're getting yourself a great value.
