you can increase your pump since flow rate does matter to some extent
and may be some new thermal compound could help
ensure all is at its peak and if then also your temps are high and system doesnt go beyond 4.4ghz stable...may be a bad lottery
and if your temps are below 70c, then you can push it a little further say 4.8 max..
if you want to buy an fx cpu, buy 8320 or 8350,
the 9xxx series of fx is useless
buy fx 8320 and overclock, you will get similar performance
and to cooler 9590 , you will need pretty good AIO liquid cooler like corsair h105 or h110 or swiftech h220x

architecture wise they are pretty much the same
haswell e has upport for ddr4 and higher caches and some stuff, otherwise its more or less same as architecture

bios can be more reliable depending on the motherboard and the sensors positioned
dont overclock with stock cooler. your cpu may get burned
go with liquid cooler
preferably from corsair or cooler master or swifttech
i have an h80i from corsair, but may be if you want better temps and higher speed , go with h100i
but DO NOT overclock with stock cooler or stock fans
if you high end air cooling, go with noctua dh-15 or some uh series coolers
i bought a gigabyte a87 lmt usb3 motherboard for my fx 8320 and within 2 weeks my system started crashing just as i overclocked....i started getting ram problems and then had to change the motherboard.
also i wish i didnt end up with the fx cpu and gone with an i5 4670k
and also my case is not that good..but i am going to stick with it untill end of this year...
i think they will launch looking at intel's last generations of products,
like mainstream lga 1150 and enthusiats lga2011 and lga2011-3..
and its fine...
lga 1150 i7 4790k will be awesome for his rig, but after 5 years he will need ddr4 anyway
