Oc does not effect fps in a noticble way. Gpu is utilized by 35%, cpu core 1 70%, all the other 5 is around 30% and total cpu usage is 45%, the RAM started with 3Gb utilized and steadily increased to 4Gb during a game, so it looks like the game is leaking a little bit of memory and has shitty optimization.
 
But I fixed my problems, it was old configs that was messing with my new ones and caused all kinds of issues. What I did to fix it was deleting the entire cfg folder and deleting my user data and disabled steams cloud sync, and then did a "verify game cache"

Well the funny thing is that cs ran better with a 7970 and cs is the only game that runs worse, arma 3 runs much better than before wich leads me to belive its a software problem not a hardware problem.

Well, its pretty easy, you start with decreasing the voltage to your cpu until it gets unstable, then reduce clock speed and repeat until you get a temprature you are comfortably with.

OP: Upgrade to a Xeon I'd say.

For pure gaming an i5 will be fine 95% of the time. Of course, that also depends on your games, but most games really won't benefit from an i7 noticably.
However, you have a pretty powerful card on your hands there, so if you can save up a liiiiittle longer you may go for an i7 for the non-gaming scenarios. That card, with an i7, would not to be taken lightly for even things like video editing.
