Problem solved, it was a compatibility issue with Spotflux VPN

I've had this issue for a couple days now, i've tried flushconfig, a complete reinstall of steam itself, deleting the appcache and still i have nothing to show for it. I'm not sure if this is the right place to post this kind of thing but i'm seriously out of ideas. any help is appreciated TL;DR Steam keeps not responding.
