Xbox's OS is meant to run on their specific hardware. They use a custom APU. You would also need to find a copy of the OS somewhere (duplicate XBOX HDD?) If you can get a copy of the os, and be able to re-write the code to function on a separate GPU+CPU, and work with all of the drivers (usb, video card, etc...) then there is nothing stopping you. I would recommend going with a AMD APU solution for your CPU, as it is most like what the XBOX uses. It's also probably illegal (software and copyright-wise) but who cares when you're having fun!

I switched my insider level to "fast" so I could get the next update, but I haven't gotten it yet. My pc is 3 builds behind the newest one. I guess I'll just have to wait. I called Microsoft about it, but the rep didn't know what the difference was between Ram and Hard Drives were, so that didn't go anywhere.

A friend says he built a computer, so I ask him the specs. He starts talking about the intel i9 processor and how he had 128 gb of ram and 4 way sli with 780tis in it (back when those just came out). I contained my laughter and asked him to show me a pic. He pulls a picture of a raspberry pi up on his phone and I just stood there like o____o.

OK, this is going to sound crazy but, I just re-installed my gpu and as you said, closed all of the processes (I also made sure that it was under video devices in devices manager, not other (it wouldn't work if it was in other) and installed. It seems to work now fine. Thanks a lot for your help.

I know, the performance differences (and price) between the 750 and 750ti are slim, I was just talking about my good experience with my card, since mine is close to yours in the lineup.
 
 
My father has a 7970 ref. blower (he uses OpenCL, maybe its OpenGL, IDK) rendering applications, and it throttles so hard. That pretty much my AMD experience right there, so I may be a little misinformed. I used to use a 3650 for debug purposes, but that doesn't really count.
Your card has an ASUS heat sink, which is good. The 360 he is looking at, has a tiny heatsink, that's not bad, it just that it may run a little hot, depending on his case/other components.

Its normally driver related issues, very rarely is it the actual hardware! Drivers or an unstable overclock normally

IMO, XFX used to be good...until they goof'd with the "Thermal Ghost" cooling with the HD 7000 series. The problem then trailed on into the R9-200 series. I believe they have fixed the issues now with version 2.0, but I'm personally still...eh about them since.
 
My XFX Radeon HD 5850 back in the day was awesome! Full voltage control for the Core through Sapphire TriXX overclocking software with the stock vBIOS. 
 
Personally, I would say go with Sapphire. They have been around since the ol' ATi days, and have been a board partner for Radeon cards for a long time now (Sapphire makes the reference PCB's for AMD).
 
I have used Sapphire since...the Radeon non-HD days; I know my Radeon X800 was made by Sapphire...but I think it goes back to even my 9600XT...Regardless, I currently have four Sapphire-made GPUs in three of my systems (HD 4850 in the HTPC, HD 7950 [AKA R9-280] in my Intel build, and two HD 7970's [AKA R9-280X] in my AMD system), and they are still functioning great -- performance and temperature wise.
 
If you can extend your budget slightly, from $180 for the GPU to about $190~$200, go for the Sapphire Dual-X R9-280 instead.
Another option is to look for a *used* R9-280(X) or R9-290 for $150~$200 ($200 being the R9-290).

I got my first pc (back in the day of LGA 775) around that age (13), so I have some pretty good advice. Ask for permission to buy the pc on a "gift" day that you celebrate (Christmas, Hanukkah, Birthday). Make sure it is the only thing that you ask for. As far as I understand, you're paying for this yourself, as I did. Do not phrase it as a gaming pc. That will get you an instant no.
So here is my advice:
Offer to spend $500-650 on the pc now, and invest the rest of the money. Get a strong cpu (i5 4690(k) or 6 core AMD) and a 750ti. Make sure it is a relatively small case. Parents like small pcs over huge ones. This will leave you for upgrades I will talk about below.
I have been investing most of my money since I was 12 years old. I have made a lot of money by investing. Like ALOT alot. Ask your parents for some good "stable" stock advice. These stocks or Mutual Funds will have a pretty steady curve (usually up) and are not that volatile. Invest 80% of your money here. Invest the next 20% in stocks that you or your parents believe might skyrocket. Then once you make a ton of money off of those, sell your stock and enjoy being rich. You can sell your "steady" shares whenever you feel like.
OK, so now you have a capable gaming pc, and you have pleased your parents by investing a portion of the money, sell some of the stock and use it to buy a better gpu, or other upgrades.
Lastly, make sure to give your parents good reasons why they should let you get a better pc. Special effects, Coding, Web Development, Content Creation (do not say gaming content) are all great reasons. Explain to them the benefits of the reasons.

The Story:
One day in the deep, dark forest of PCPartpicker, emerged a two builds named "4690k/770" and "4790k/750ti." They were placed there by the creator, nicon. He had the intention of creating a rendering machine for under $1050. Nicon loved to use the Adobe Suite everyday to create awesome content, for multiple reasons. He was torn between the two builds, because they both had their benefits. Alas, there was an evil being in the forest named "Lack of Money (LOM)" (aka. The Fox).  LOM was causing Him to not be able to afford the builds. Nicon was mad. Suddenly, nicon came across more money, banishing LOM from the forest. The creator wondered what he could do with the extra money, and suddenly he knew. One word, "X99." Poof! Into the forest of PCPartpicker emerged a young build named the "Little Red Rendering Hood"

OK, enough with the crappy attempt to make a computer-themed fan-fic of the Little Red Riding Hood, a story which the last time I read it, I was still in 2nd grade. Anyways, I think you get the point. Here is the part list (THX to @AliveGhost13 for help) and a small rationale for each part:
 
Intel Core i7-5820K 3.3GHz 6-Core Processor:
Murders the 4790k in anything multithreaded (rendering). I'm not going for 3-4 way SLI, so 5930k is pointless for me.
 
Noctua NH-U14s:
It's like a mini D15. It's quiet and it kicks ass. In some cases (no pun intended), it beats the D15 performance-wise.
 
ASRock Fatal1ty X99M Killer Micro ATX LGA2011-3 Motherboard:
Gets good reviews, mATX, $40 rebate yo. It's also called the Fatality Killer, so +50 points.
 
A-Data XPG Z1 16GB (4 x 4GB) DDR4-2800 Memory:
Cheapest 16gb kit that matched my build colors. Also looks badass, like a bloody (actual blood, not the British expression) pyramid. 2800mhz isn't exactly slow either.
 
A-Data Premier Pro SP900 64GB 2.5" Solid State Drive:
64gb is all you need for OS (Win 10), and essential applications.
 
Western Digital Caviar Blue 1TB 3.5" 7200RPM Internal Hard Drive:
Reliable, good. I once a one dropped on on the ground from shoulder level (~5.5 foot) and it still works like a charm. I also put most of my media on external drives, don't ask.
 
Gigabyte GeForce GTX 750 Ti 2GB WINDFORCE Video Card:
I'm not gaming. Even if I was the 750ti is a strong performer. A 750ti is all I need to accelerate rendering/previews. Yes, a Quadro M6000 will render faster, but it will not scale with it's price difference. The 750ti reaches a sweet-spot in rendering performance/value. Blue PCB sukkks, might put some white/red acrylic over it as a pseudo-backplate.
 
Thermaltake Core V21 MicroATX Mini Tower Case:
Good, relatively large mATX case. Easy to work in, has room for the cooler, and a basement for the PSU+cables. Also great airflow/customizability.
 
Raidmax 530W Semi-Modular ATX Power Supply:
Gets good reviews, will work up to a 970 (if I upgrade)
 
Gigabyte GC-WB867D-I 802.11a/b/g/n/ac PCI-Express x1 Wi-Fi + Bluetooth Adapter:
I'm in a room with no wired connection. Fast, good, cheap and comes with bluetooth. 
 
(Future Upgrade) Noctua NF-A14 industrialPPC-2000 PWM 140mm Fan (x3) + Noctua Red rubber-corner things:
Good, quiet, matches build.
 
(Future Upgrade) A white and red (maybe red diagonal stripes on white background) acrylic backplate for the 750ti:

@Hubris this looks super cool! Personally, I would paint the stickers on the psu pink and maybe the mb pink too but Idk. I think that the red mb might look good though with the pink though.
Also do you have a Fed-3 rangefinder like in your profile pic?

They've also implemented HBM (high bandwidth memory) which places the memory modules stacked on an interposer, right beside the GPU die. This uses quite a bit less power and saves a ton of space on the PCB. See pics below:

Note how even the dual Fiji card still has a shorter PCB than the 290x. Also note how much space is saved without all the GDDR5 memory modules spaced out around the GPU as on the 290x.
 
This was quite a breakthrough in GPU technology. The first major change in GPU layout/design in a long time. 

Oh wow! We have similar parts. I see what you mean. I don't know what to change it to, though. I already have a banner being made too. I'll see what I can do. Also it's "rendering" not "riding" and I'm sure that there are other builds out there with similar names, but I know what you mean. I had not seen your build before creating this one, so I did not "copy" it if you know what I mean.

In that case I highly recommend it so far. I just put about 300 gb of videos and pictures onto it and read/write times seem to be great, especially for the price.

The MSI card was a lot more than the Gigabyte ($36 more), so It wasn't really worth it considering my budget.

@coolyr you should follow your own topics. 
 
1. SLI, in case you have two GPUs. It goes on tabs covered by red-plastic things on your 970.
2. Your case, if you want. That's what it's meant for.
3. Yeah it's good. I would buy 2-3 120/140 fans (nocuta) for the front if you can afford it, they are superior to the 200mm (or 180mm) in there now.
4. Great in the back, good in the front. The SATA thing is fine. 
5. Awesome build overall. If your temps are not satisfactory, try swapping the cooler-master fan out for this.
