    I'd say get a NVMe drive for your system and put the OS on that, your motherboard supports PCIe gen 3 NVME drives. You can take the drive to a newer build and it should be a nice jump in overall smoothness now.

    Nop it has 2 "worthwhile" cpu's.
     
    The 8700(k) and 9900(k) which are both VERY expensive used and not even that good anymore compared to similar priced options.
     
    190usd is like 20$ off from a 5600 and board

    I'd say 9th gen is not worth an upgrade, it was still in the middle of Intel stagnation era and aged badly
    You'd better wait a bit longer and put the $200 in a full new rig
