    I would probably start testing it with wolfram alpha queries first, just because there's loads of stuff you can look up on it. It's a great way to test the speech recognition.

    This is one of those builds where you should probably just get a FX-8320, the extra cores will really help and you can spend the extra money on more RAM or a better SSD.
    I have no idea about REALLY cheap graphics cards so if someone could suggest something better that'd be great.

    I must tell you that the WD Black series is really loud though. I have a WD Black and I would gladly trade it for a new silent (inferior) HDD if I had the possibility.It's just so loud.

    A single 980 gets 42.2 FPS on average playing in 4K so I think either a single 980/SLI 970s would be your best bet.

    I got a bit carried away and forgot about the monitor at first so it's a bit over budget. You might want to SLI 970's instead and get dual monitors. Or even get a cheaper CPU cooler if you're not thinking about expanding your loop to GPUs.
    Oh and I didn't think about X99, that might be possible too.

    Honestly, I think the OP just wants to play back video...
     
    There is absolutely zero need for complete overkill like this then...
    All he would need in that case is a fast enough CPU, a GPU that can output three streams of 4K video and a ridiculously fast storage setup...
     
    An entry level Mac Pro would do this job very well. You could build something similar to it if you wanted to... Also, there is no need for workstation graphics in particular, but the Mac Pro has them, partially for their color output and the ability to actually run multiple 4K displays without issues.
     
    [sarcasm] On that note, how about an Alienware Area 51? It can run all the latest games at Ultra on triple 4K screens! [/sarcasm]
