It could be a cable have you tried plugging the display into alternate systems to see if the problem is replicate-able.

An issue such as that is usually a result of damage to the screen itself. Loosened connections inside the display causing color distortions. The screen would probably need to be replaced. Either that or the graphics processor itself is faulty which is also a possibility. It may behave until it gets hot then it stops refreshing the screen like it's suppose to.

The 7870 and R9 270X are EXACTLY the same GPU, you'll get the same performance from both cards.
The price you've mentioned is considered good for this card.

One set has LEDs, and the other doesn't??
I'll check back with the CFM, dBA and static pressure. 
 
Edit:
The ones without the LEDs just have a higher RPM, which affects the CFM, mmH20 and audibility. 
If you have a rad that you are placing these fans on or in a restricted environment, then the ones without the LEDs will be ale to move more air, but with no restricts, or with very little restriction than an AF fan would be better.

Well i don't see any problem with having some food, knife and (etc..) just in case, in fact that's pretty great. Nobody can tell what's going to happened and when !
