If you notice temperature problems for the rad fans, consider changing your config. 

It's fine to not plug anything into the CPU fan header, but just make sure that your fans aren't running on low speeds. Also, it should be ok to daisy chain the hubs as it is only one fan more than the commander has ports, usually the hubs have some power headroom.

Seriously tho, if you are concerned the Static wrist strap is a good option. 

Either will work fine, I'd go with the NF-F12s as you're gonna need to pull air through mesh and a filter

I'm using the Asus Z370 Tuf Plus, in the bios the setting is called Asus Multi-Core Enhancement and by default it's set to auto. 
 
 
 
Do you think if i OC a bit to like 4.5 that the Noctua will still be ok

There's a BIOS setting, I believe it is featured in every BIOS for Intel CPUs above Skylake.
 
OP: 66c is pretty good, usually you want your load temps to be in that region.

I'm doing the same thing. I've bought some Corsair SP120 Quiet fans and have them running at like 30%. I barely hear them at all  And for looks, it's great!
