Your PSU will only use what is needed. If a PSU is 1000w, that means it is capable of powering a system that requires 1000 watts. Just because it has a high wattage doesn't means it uses it all. My reccomendation is the EVGA SuperNOVA G2 750. It is very good quality, comes with a 10 year warranty, and leaves room for that possible two way SLI. I've heard of people having problems with the CS series from Corsair, but I haven't owned one so I can't say much about it.

Mixing RAM could cause compatibility problems. Why Windows 7? Windows 8.1 runs faster, and you can get a free upgrade to Windows 10 when it's released.

Hyper 212 EVO will let you overclock without high CPU temps. Gaming 5 has more features than the 3. I went with G.Skill RAM, because it's very good quality, and looks pretty badass. 970 is much better than the R9 280. 650w is plenty for this build. BenQ makes very good quality monitors, and I have this one so I reccomend it.

I didn't choose the power supply because it's fully modular, I selected it because it is amazing quality. It's one of the best power supplies on the market right now, and it leaves room for upgrading. But no problem, that's why I'm here.

Don't get a 2x8gb kit, get a 4x4gb because quad channel memory is the best for X99. I would stick with the EVGA G2 750, because it's good quality and allows room to upgrade.
How are these keyboards? http://www.amazon.com/gp/aw/d/B009C98NPY/ref=redir_mdp_mobile?tag=pcpapi-20 or http://mechanicalkeyboards.com/shop/index.php?l=product_detail&p=59
You won't really notice a difference between the speeds of the hard drives.

16gb is more than enough, but it will have no problems multitasking. It's not like the 980 does extremely better than the 970. Either of these cards will destroy whatever you throw at them. I just figured you might as well get 2 970s since it fits in your budget now, and you don't have to upgrade later. The Seidon is a liquid cooler. And the enthoo pro is a very solid case, and will last him for a very very long time.
