Yes, AMD has decent price to performance ratio. Many people are only concerned with raw top performance though, and if you want the best of the best here are the facts of life (for a gaming rig):
Intel is better than AMD.
Nvidia is better than AMD.
Creative is better than Realtek.
Asus is better than MSI and Gigabyte for Motherboards.
CoolerMaster is the king of keeping your components cool.
Single GPU setups are a better experience than SLI/Crossfire.
DirectX 12 will be a game changer even though it has not yet proven so, therefore Windows 10 is a must.
Also, DX12 > Vulkan > Mantle > DX11 > OpenGL == DX9

I'm not a massive fan of the RTS genre, though Command & Conquer: Tiberian Sun and the Total War games I enjoy a lot.

Sadly that 27" model does not offer the g-sync otherwise I would have purchased it haha
Plus for 1080p 24" is preferable imo

If you're playing 1440 or above I would say yes. Especially having 3 more GB VRAM. 980 Ti will crush a 780 Ti as evidenced by benchmarks.

A wee bit over budget but really worth it as its overclockable and has a z97 board (a decent one at that) as well as 1TB of storage. if price is really an issue, you can remove cooler until you can afford one down the road a wee bit, and just use stock cooler.
