Get a ryzen 5 3600 now with B450 tomahawk max and 16gb 3400 out 3600mhz ram and call it a day...prices are cheap on these parts right now and it's more performance than you need anyways, and it's a massive upgrade over your current stuff which you could sell online to get some money back...making. this a very cheap upgrade.

Do not have any crystal ball. But late this year, or perhaps early next year.

I've got the MX Master (looks the same as the 2S though?), and it's an awesome mouse. No problems so far. Only had it for a few months, but it's a solid mouse. Even good for some gaming, though it's a bit heavy. 

Seasonic S12II 520W is spot on on price if you order from Germany ( Computeruniverse). PSU is about 50€ and postage is 16€ (to Slovenia, probably the same to Croatia). Mindfactory is even cheaper. Amazon.de is about the same as Computeruniverse. I assume Seasonic is good since everyone recommend it to me.

Oh yeah, I didn't notice it was so expensive at the moment. Did the prices go up? I seem to remember it being significantly cheaper than a 480.

The heat might be a problem with that case. My GTX 970 even when paired with my i5 4440 was causing everything inside my 2004/2005 ATX case to get too hot, and that was with; 2x 80mm fan (1 front, 1 side), 1x 120mm fan (rear) and the PSU (1x 140mm fan, PSU in the top of the case) providing airflow.

Edit: Cripes, looking through the images its got airflow that is worse than all of my post 2000 cases.

enough but quality is lacking. see if there's any seasonic/xfx(not XT)/superflower unit or a corsair cx450/550m for sale, those are a good fit for an RX 480.

A corsair CX450 or 550m would be a much better choice and its only about 10$ us more and its Tier 3. If you plan on gaming, I would not go any lower than a Tier 3 PSU.

The RX 400 series cards won't fall in price. Pick a card from the 500 series which meets your budget or save up longer.
 
If anything, the 400 series might rise sharply in price due to scarcity.

Have you ever tried running windows on 1GB of ram???? It's horrible.

Use linux.

Microsoft has as the minimum requirement for Windows 10 listed that it needs 2GB of system memory (4GB is recommend) so I doubt it will work well, if it all.
As Enderman has said, a Linux version might be a better solution, as these can often run on very low end systems and don't require much storage too.

Not even all linux distros will run great, so either you dig up a copy of XP or go with something like Lubuntu or maybe Elementary OS if you are new to linux it might be a bit easier. On the other hand if you want a truly well running system go arch route. It will allow you to just load up things you actually need and you will learn a LOT about how your system works, but be prepared to a few days of tinkering if you are new to linux.

Windows 7 still doesn't work great on such low amounts of ram. It takes far more resources than linux.

I would say put Lubuntu on it. Elementary looks like a viable alternative but it also costs money (despite being a "pay what you want" model)
 
EDIT: You can actually enter zero dollars for Elementary, so there's that.
