well you should always run them in the recommended slots, but swapping just for a test can't hurt.
Also, I don't remember your board being particularly awful in terms of memory traces. I'd recommend you to wander around online and look for others that are running your board with that memory kit with XMP. That would validate that part. You can also see the QVL for your board, but keep in mind that those are not comprehensive as in complete.

You see, all memory traces from the slot to the CPU are equal, but some are more equal than others.
If the physical connection between the slot and CPU socket is not protected enough or too long or of poor quality with too much resistance it becomes less likely to get higher and higher speeds without errors

check this and get atleast psu from tier B+
    What makes psu good?
    good protections
    good voltages and regulations
    Digital parts
    specifications

It should work, it's a decent unit and since you already have it probably wouldn't be worth running out and buying a new PSU, at least for now.

Where did you hear that a 5700XT requires 42A of current?

First of all, why would it be illegal?
Second of all, how would we judge that without knowing your local laws?

I know where I live it's not illegal to only sell an item as a bundle. A CPU isn't a basic necessity, so you can't claim that either.
It's a free market after all.

Contact AMD to ask them what the qualified vendors are in your region.

Click the link > Compatibility (on the left side) > 'Memory by RX-3X00' (assuming you'll be using a Ryzen 3000 CPU) and you'll be able to see they verified 120 sets of memory to work at 3600Mhz.

I am not much of a motherboard expert, but in my opinion, you should get the RTX 2060 since it delivers nearly the same performance as the RX 5700 XT while delivering Ray-Tracing.

I would agree with you on that about the rtx 2060 S   also the drivers support tends to be better from what I've read on the internet before
Also remememeber to quote or @ people or they might not see your reply
No the CPU shouldn't bottleneck the GPU

No, the CPU will not hold back the GPU, I believe that the R5 3600 can handle up to even an rtx 2080 from what I've heard.
Yes, the Cooler Master PSU is adequate for the system.
I believe that from the benchmarks I've seen at least the rx 5700 xt does offer better performance than the rtx 2060.
For that you should check the Motherboard tier list, as long as the motherboard is a Tier D or above you should be fine.

Well if you want to do 144hz 1440 I would get a 2080 super for sure.

If you wanted to do 1080 144 a 5700 XT or 2070 Super would be good.

For processor- a 3700x won't benefit you at all really. 3600 will do absolutely fine.

Miss-matched sticks do sometimes 'play nice'together but quite often two sticks from different manufacturers[1] will not work together that's why it is 'always best' to buy a matched set.

You might be able to unroll a loop or just figure out a better way to code it. Those are really your only options

When you call, you push ESP and EBP to the stack, along with any parameters... and if you have 3 levels of recursion, that's gonna be a nightmare.

Even if the loops are necessary there are efficient and inefficient ways of implementing them. Do it wrong and you'll get cache thrashing, which will reduce performance by orders of magnitude.
