Have you had someone else try to connect to it that is outside your local area network? Because if that works then you probably need to make sure that NAT reflection is enabled or setup properly since you are trying to connect to it from inside your network but using the external ip address.

Isopropyl alcohol will work fine. 

As someone who could help you, seeing as your acting like a bit of a dick, I think i'll pass, good luck with your ISP's 'tech support' (replace tech support as Indian google).
 
And just an FYI, Cellular Networks and Fixed Line networks are normally operated completely differently, and just because one is working fine doesn't mean the ISP is not at fault.
 
I'll give you a hint, Look at the OSI Layers, 1-4, i'll be up to you to figure out how to isolate and which tools to use.

I really like VMware ESXi, it is very simple to manage via the vSphere client. You can load ISO's directly from your local hard drive to the server and you can use remote console into the host VM very easily. I know this sounds like a VMware ad but I just really like ESXi. Oh yea it's free too!
