You're fine. Expect about 250-300W under load.

For that hardware, yes it's fine. The CPU is less than 100W, the GPU is around 200W, and the rest is less than 50W. So you're only just going to break 300W at full load.

No, they're just budget cards. They're good for the money, but you can still do better.

The GTX 970 is more powerful than the R9 290 in most ways; though the R9 290x where I live is less (CAD $) than the GTX 970 and if I were to buy something in that price range I'd personally buy the 290x instead of a 970; though if you're looking only between those two graphics cards the GTX 970 is better in almost every way.
 
    The R9 290 won't output less heat because you put a better cooler on it.    If you've found a way to do this please call Physicist Nicolas Léonard Sadi Carnot and inform him Thermodynamics is a dead field.

Pointless? Not everyone uses a PC for Far Cry 4 and Dragon Age: Inquisition. Some people just use it for paying bills, shopping, web browsing, word processing, and an occasional game of War Thunder. Dual cores are fine for everyday tasks. A casual overclock and they perform almost on par with an i3 for $40 less.

Alternate frame rendering is the most commonly used, that is why crossfire/SLI can suffer from microstuttering at low framerates
 
basically the game is loaded into the GPU VRAM which is mirrored across the 2 cards, and they take turns rendering alternate frames for a theoretical 2x performance boost
 
If they were rendering half a frame each, any latency would create horrible screen tearing

So stop using Chrome!!!  This is not a hardware problem that you tab whores are complaining about.
 
If you happen to do content creation, then 8GB is not going to be enough, but for the vast majority of people who use their computer for regular stuff and primarily gaming, 8GB is plenty.

I honestly wouldn't upgrade much, maybe a custom watercooling loop? New case? How about monitors, could go for 1 (or more) RoG Swifts.

Go to a hardware store, find some dense foam and line the panels of the case with the stuff. Cheaper than buying an R4, for sure.

Why would you put a 360mm rad on a 980? Any aio including a Corsair H55 for example is more than enough for any gpu.
