It can, but the fans are tested to operate at much lower temps and should actually work better in cooler temperatures. To me it sounds like there's dust or foreign debris in the barring. You may try poping off the fan blade and seeing if there is something lodged in inner portion of the fan.

Sorry, new to that program I ended up reinstalling windows again but this time via usb unplugged everything except a standard keyboard and mouse and just did the basic updates needed by windows and everything looks to be working. I have not had much time to test the issue. I have a sneaky feeling it has something to do with my Logitech G733 headset though or a sound driver issue.

This is kind of a loaded question with out having actual numbers, brands, styles and info for any 40 series cards.

You should be able to RMA the card through Gigabyte, but they do have a bad track record of customer support. I would just return it and get your money back before its too late. I know it sucks but its better then being down a bunch of money.

Try Corsair, Performance PC, or EK to buy your parts Corsair I think would have the best prices for shipping but you can always try Amazon.  The Issue I see that you might run into is that you have several manufactures and trying to get you LED's on all of them to play nice might be hard.   Also since you already need to get your GPU block from EK since the Trinity block is the only one I know that fits that card your best bet is to go with EK or Performance PC and just getting everything at once so you only have to pay shipping one time.  Good brands  EK, Bitspower, Alpha cool, Corsair. I actually preferer Barrow Fittings because there like $4.00 ea (USD) which is the cheapest I have seen and they make good fittings. 

at this point its kind of had to be choosy on what brand card you get. Just get the one thats at MSRP and fits your budget. Unless your trying to theme it toward your build and you want a specific color or design I would just buy the one thats available.  The differences between the cards is not a large amount maybe 5fps different 

During the Texas heat it creates a unique airflow by your legs - feels so good 😉

I would not bother with an AIO unless you really like the looks. I would get a good air cooler like a Dark rock pro 4 or NH-U12S

Most gaming laptops are not that portable also they are hot, noisy, and typically cant compare to a desktop in gaming and if they can a comparable desk top is cheaper. The Laptops that can compete with desktop PC's usually are over priced and they draw back is they offer little to no upgrades besides Ram and Storage.

No because I could get a cheap laptop from Dell or HP with a warranty, Tech support and Proper return department.
