Occasionally Its the port. Whenever you hear it, unplug and replug the headphones, or turn down the gain slightly. Usually fixes it for me. In really bad situations it could be just a bad setup for the motherboard or USB slot, or Maybe you are placing it near something causing the buzzing sound.

Try plugging in the rear port instead of the front one. If that helps you should get a longer cable to use with your headphones. I also use an extended cable for this reason.

I've had similar issues in the past. I ended up buying a DAC, that connects to the PC via USB. Never, ever had any issues again. Maybe consider that. 

The issue you're having is EMI. Your onboard sound chip likely isn't shielded. It's usually less of a problem on higher-end mobos as the sound chip often is under some heatsink or some other cover. Higher power GPUs create more interference and it is dependant on load. Buy an external USB DAC and you will never have this problem again. The only other way to fix it without spending money is to power limit your GPU, but that's not really a good solution for obvious reasons.

ComputerBase benchmarks also show the 2080Ti with a 104 FPS avg. with 89 FPS lows at 4K Ultra Nightmare (Edit: looks like it's on High, I'm not sure, but they show that the performance difference between Ultra Nightmare and High isn't that big, it's ~6% when using the 2070 Super.), so Nvidia numbers doesn't seem that far off, at least when looking the few sections of the video showing the 2080Ti. Still probably DOOM is a best case for the new GPUs, otherwise Nvidia wouldn't use it.

The discussion at this point is less about what he needs now, and more about upgrade paths in the future
Honestly it doesn't matter which board to get at the moment, they'll all do the job, but an x570 just extends the time until you'd need a new motherboard

x470 boards will likely note be supported either. your best bet as of now is a x570 or wait "a month" for the b550.

Yeah CL20 isn't that great. This is a great price, I run 4x8GB sticks of this in my machine, great RAM for the price

CPU-wise I think that you'd be fine getting your choice of a ryzen 3rd gen for the CPU, but due to their recent announcement of no 4th gen support for b450 boards, just make sure you get a motherboard that's x470 or x570. That way you can always upgrade down the line if you want to.
You didn't ask about it, but double check that ram you have on your list. CL 20 is pretty high, you'd be better off with slower clocks and lower latency. I'd recommend aiming for CL 18 or lower, but 3200Mhz with CL16 is apparently a bit of a sweet spot for Ryzen.

If you're just playing DOTA and CSGO, even with streaming, I'd say the 3700X probably isn't worth it over a 3600. You'd be better off getting a beefier video card instead. If you get an Nvidia 1660-type or any of the RTX cards, they have GPU accelerated capture compression that really improves the IQ of your streams. 
 
Also, I wouldn't get a B450 motherboard. Get an X570 so you have PCI-E 4.0 for the RTX 3000 series and you so you can also drop in the newer Zen3 AMD chips later this year, early next. Ryzen 4000 won't support B450 

cool, i am a mech engineer. The panel seems to be good quality, you should be fine unless you get a defective unit. 

If you are interested in the Dell XPS 15 (which I totally recommend), it might be worth while to wait just a bit longer. The Dell XPS 15 9360 should be coming out very soon, probably early-mid January from what I've heard. The refreshed model will feature the new 7th generation Kaby Lake processors which is a bit of an improvement, but most importantly will feature a desktop grade Geforce GTX 1050 GPU. It sounds like they are going to be quite a bit superior performance-wise to the current 9350 model.

CPU and GPU is far from the only thing that matters when you talk price. Dell has cut a lot of corners with that laptop to get it down to that price.
 
The CPU question, that comes down to what you do, if you only game then a i5 is more than enough for a 960m, but if you do some sort of rendering or editing, then the i7 will be much better

there still will be, Linus said on the WAN show that dumping all those backheld video's on youtube directly would only lower their position on the site and breakl the positive streak they have going inside the algorithm youtube uses, so the video's will still be delayed. I think they have a 3 week backlog of video's incase something goes wrong.

I'm gonna be honest here: I am glad we will no longer see this bullshit delay. Yeah the deal will cost Linus a pretty penny I bet but I think he should just start a go fund me campaign called "Vessel took a dump in my face, please help me recover" and call it a day.

No it wont be. I listened to the WAN show but Linus misrepresented himself greatly in this regard: Yes they sit on videos for a long while regardless of Vessel and that will not change. Yes they sometimes tease projects way ahead of their release schedule that will also continue to happen.
 
But what will not happen however, is Linus and Luke very casually referring to a video that only Vessel people have watched as if it was common knowledge already or most of us already seen it. They didn't do this intentionally but they did it, constantly. Now at most people will go "WTF is he talking about? Did he forgot his crazy pills again and talked about a video he hasn't published" instead of simply "Motherfucking Vessel exclusive"

This is hardware-sensitive though. You may need to reactivate. However, you shouldn't have problems doing that. How did you acquire Windows?
