AS SOON AS YOU DO THIS KIND OF WORK, manufacturer warranty is 100% void -- unless the work is done by....Gigabyte (or Gigabyte certified techs).

I would shift everything down 1 tier -
Tier 1 should be borderline 4k
Tier 2 should be borderline 1440p
Tier 3 should be borderline 1080p
Tier 4 should be borderline 900p
Tier 5 should be merged with Tier 4.
That is how I would arrange it if I use 4xMSAA in games.

Ive put 70 odd hours into fallout 4 and ive not had a single issue with the game regarding bugs or problems, and I have enjoyed every minute so far
(never had an issue with previous fallout titles either, maybe I am lucky)

I run Fallout 4 at 1440 and Ultra settings with 35 active mods. Rarely do I go over 3g. Never have I experienced a problem with only having 4g of VRAM. All this 3.5g talk is fan bull shit. Don't listen to it.

So most of us already have an idea of what Gameworks is and what it does, but it doesn't hurt to give an unbiased recap. Gameworks is a series of software "middleware" made by NVIDIA that developers can add to their game to gain more graphical effects. It adds stuff such as Hairworks, Waveworks, "god rays", HBAO+, and PhysX particle physics/effects.
Gameworks catches a lot of heat because it lowers performance. Well...duh. These effects are really complicated and graphically intensive, which is a large part in why developers don't create the effects themselves. They hit AMD cards harder, but I'm not sure why this is suprising. Gameworks is designed to use the strengths of NVIDIA cards, which is mainly in geometry (tessellation) and rasterization.
In terms of it being closed source and proprietary, well yeah, it kind of has to be if you plan on making money or making the venture worth your while. NVIDIA only acts out of the interest to make money because its publicly traded and they have to answer to shareholders. If there's no money to be made, they aren't going to bother. This is why they passed up the oppurtunity to make a console SoC as they cited the lack of margins to be the primary reason why they didn't do it. Anyway, to get back on track, Gameworks isn't a complete "black box" where you have no clue what the code is. Obtaining a license is not only free but trivially difficult, and even AMD can apply for a license and get the Gameworks library if they wanted to.
Anyway, my stance on Gameworks as a new AMD GPU user is that I don't really care. In the vast majority of cases, Gameworks effects are completely optional. There's no point in complaining that they ruin performance if you can simply turn them off. In the cases where Gameworks or NVIDIA software is built into the game such as Project Cars, the part that is (in pCARS case, its PhysX) is so small that there isn't really a performance penalty to AMD setups. Also, in some games, AMD cards aren't even that bad at running Gameworks software. The R9 390 is still faster than the GTX 970 in the Witcher 3 even if you are using Hairworks, for example. Just run the settings that your card can and if you aren't sastisfied just get something faster.

There´s no such thing as overkill for 4K. Don´t post such nonsense please. A single GTX980Ti isn´t even good enough for 4K. It is the perfect 1440p single card. Just because it is a Hybrid design doesn´t make any card overkill.
I´ve got a Titan X 2way SLI custom watercooled with modded BIOS and a native 4K monitor and it is in AAA games barely enough to maintain 45-60FPS in eye candy settings.

They did help you, you are overlooking the fact that your CPU has no issues with what you need it to do, OBS is better then shadowplay, the 380 is a better option, but http://pcpartpicker.com/p/Mc4dVn. Or you can look at the used market, I love team green, but AMD has better offerings at this price point.
