gtx 960 preforming wierd

My msi gtx 960 is preforming very wierd. in warthunder on medium settings it is getting 20 fps and in gta v on medium 23fps. meanwhile in witcher 3 it is getting 50 fps on very high. ( all at 1080p) in CPUID hw monitor it says that the gpu is performing at 30% of its full power in gta v and warthunder.  (tis with v-sync off)

i tried reinstalling every driver and i tried to set the powersettings to high preformance but it didnt work.

8gb ram

Asrock 980DE3 motherboard

kingston 120gb ssd

1 tb hdd
