Long time since i followed buildoffs. Well this is for now placeholder for (theoretic) items.

Lets see...

case R4 since it has fan control up to 3, or maybe haf 912 since support for cooling

passive cooling for gpu is kinda no-no, since you can get even high end cards with MSI cooling then you set max fan speed. another option is G10 with closed loop.

passive PSU? too expensive (seasonic), unless it only ramps up when needed. i think i will go with bequiet psu.

case fans & cooling fans. keep them at 800 RPM and it can be any fan with good bearings or just good fans (example noctua).have to think about it... CM sickleflow, enermax, spectre pros, all good at low rpm & cheap

fan controller? nzxt obviously :D nzxt sentry 2

cpu just has to be intel. low tdp, great power at low clocks. maybe... 4670k

cpu cooler something beefy to get clocks and also not make noise. bequiet and noctua.

Cpu: Kick ass price/performance ratio.I would even overclock it a little bit without increasing the fan speed because the temps are so low.

 

Cpu Cooler: Very low noise level with decent performance. There are better options out there in terms of acoustics but they don't perform as good as this one. Here's a chart from anandtech:-

MB: Every thing you need, nothing you don't.

 

Memory: Looks really great and frankly that's all that matters.

 

Storage: Only SSD system so no spinning and whining noise from Hard drive.

 

Video Card: Really fast and the Asus direct CUII cooler is the most quiet under load and 2nd when idle but by a very narrow margin:-58720.png

Case: Every one likes this case. Its not the most quiet case in the world but its quiet enough and looks really great. Non Windowed version because its more quiet.

 

Case Fans: Noctua Fans, nough said! They don't look very good but the case doesn't have any window, so...it works.

 

PSU: Quiet and efficient and Corsair's name.

 

Fan Controller: Looks really great in the front of the case and gets the gob done.

 

All in all It is not the most quiet system that can be built but it doesn't sacrifice any performance.
