its locked to 91 fps

Why would you need 250fps, i thought 144hz was the highest modern panel.

I have above 91 & while cinematics it's even goes 950, but maybe because mine is pirated version...

Really?  I'm not a fan of Call of Duty but there are a lot of people who really like the game, just because you don't doesn't mean it's OK to pirate it.

yes a lot of people like it but their hype train i feel is something that gets passed friend to friend, i mean when mw2 came out i though it was the best game ever for multiplayer on xbox and i keep telling my friends to buy it, they did, eventually its problems got to me and i stopped and ended like a lot of people it is now, hatting it, eventually my friends also hated it but not before telling their other friends it was good and those friend played cod, well you know how it goes now its like passing a torch into and endless line but i hope that lines comes to an end, and when it does this series will also end, and yes i know people that keep playing even knowing its problem but that list is short and year after year is getting shorter, anyways i still think this series does deserve the pirate treatment but only after MW2 previous games are OK

 I  don't  buy games until I don't know if they are good, so I first play pirated versions & if I like the game, then I buy it.
