Errors with all account settings after rollback from 10 to 8.1

About a week ago I installed Windows 10 for the second time. I had tried it for about a week the day after it went live. That time, after I got fed up with it, I just reinstalled 8.1 from scratch.

This time, I used the rollback feature built into Windows 10. While 8.1 seems to function, trying to change any settings related to my account give errors.

I can't change or add a login pin.

I can't change my profile picture.

(I can't even do any of these at the Microsoft website for my live account!!)

 

I've tried disconnecting, rebooting, powering down & then logging back to my live account - all with zero results for account admin.

 

Anyone else had this issue? I really don't want to reinstall windows right now...

NVM, just gonna reinstall. Can't uninstall or change any GeForce or Google software either.
