Question about converting videos from dvd format

Recently my father got some old video recordings from cassettes converted to dvd's. I find dvd format to be very clumsy and I want to convert it into something more wieldly.

 

Can you recommend me software with which I can convert it and what format should I convert it to

 

these are requirements

 

-no quality loss, it's and old 4 by 3 aspect ratio if it means something

-single file

-playable on pc, tablet

-rational size

what format should i convert to?

MP4 is best for cross-platform use these days. Windows would love something like an AVI or WMV but I'm guessing the tablet isn't Windows-based.

it's android.

 

I have an option to choose from few codecs, x264,x265, mpeg-2, mpeg-4

 

which one should i go for and keep in mind that i want to preserve quality of the video
