Reference R( 290 on newegg for $200, Should I get it? I need to replace my dying 280x anyways.

might get something better back (low chances but at least you can sell it and get a 390 instead of the 290)

30~40% 10-20fps in most cases

Considering a 290 is basically 3FPS slower at the same clock speeds as a 390, it's a lot of frames.

But the reference cooler, ugh.

I gained about 15 fps by upgrading from a gtx 770 to r9-290. The 280x has performance on par with the 770 (at least at release). So it's a pretty big upgrade for very little extra money, especially if you shop the used market. 

 

EDIT: 15 fps on average. I also gained more stability in games like Watch Dogs.

If you value noise at all, then yes. It's not worth it when you'll be spending $60+ to cool the darn thing when you could just buy a 390. Some people are more tolerant and it's not too loud, just higher pitched than every fan in your system which will definitely annoy some people used to a constant hum. Prices on these cards are dropping like crazy anyways so don't get the reference unless you can find it for less than $150. Got my MSI gaming 290s each for $143
